City Manager Randall Eads noted that the work provided by Draper Aden Associates will be substantially completed by December 15 and further explained that the wells will be opened over a gradual basis until the wells are operating at maximum efficiency. Eads denied that the City was accepting waste from areas outside of the Bristol region and that the City was accepting hazardous waste. Eads also stated that the City published an RFP for consulting and engineering work on the landfill.
City Manager Randall Eads stated that declaring a state of emergency in the City does not give any additional resources beyond what the city already has, and he expressed hope that there would be a significant decrease in odor by mid-December. Eads stated that additional wells were opened within the previous two weeks. The City Council approved an amendment to the Ingenco contract to purchase a new blower for the landfill flare in exchange for decreasing the share of revenue it receives from 5% to 2% and approved an appropriation of $600,000 for wet wells and pump repairs.
City Manager Randall Eads outlined the urgency in approving the procurement for the repair and replacement of the leachate and gradient pumps after receiving a warning letter from VDEQ in May. Eads explained that while the City is relying on the emergency procurement process, the City is not declaring an emergency.

Bristol’s CFO, Tamrya Spradlin, provided an overview of the bids for the landfill gas and dewatering system improvement project. SCS Field Services was responsive and the lowest bidder at $334,330. Council approved the award. Eads explained that SCS Field Services has 40 days to substantially complete the project and 50 days to fully complete it, but they will be on site by next week.
Consultants from Draper Aden and SCS Engineers delivered a presentation on the Bristol landfill and the closure process.
City Manager Randall Eads provided an overview of the expansion of the scope of services for the landfill gas well installation contract awarded to APTIM Government Solutions, LLC on August 10, 2021. The expanded scope added up to five additional wells with two of the five wells being included in the current contract price.

City Manager Randall Eads explained that the two additional wells would be drilled near the “hot area” of the landfill to continue to extract gas. The contractor has drilled other wells but has encountered obstructions preventing them from drilling to the required depth.
City Manager Randall Eads informed council that an 8-inch flare has been installed which will be able to handle more gas than the current flare. Eads covered the details for the 9 previously completed wells and provided an estimated timeline for the remaining wells. Eads also presented a potential timeline for landfill closure in June 2027.
Ernie Hoch with Draper Aden provided an update on the drilling efforts at the landfill and the odor neutralizer machine. City Council also approved the consent agenda which provided for three purchase requestions relating to the gas collection system design and quality control, and gas well installation.
City Manager Randall Eads noted that it may be 6-8 weeks before there may be a noticeable difference in the landfill after current upgrades. Eades discussed the landfill budget and costs to operate it. Eads also discussed the odor mitigation system and having someone solely committed to the operation of the landfill.

Chief Financial Officer Tamrya Spradlin explained that the Invitation to Bid for Landfill Gas (LFG) Extraction Well Drilling was placed on the city’s website and eVA on July 16, 2021 and closed on August 2, 2021 at 2:00pm. Four responses were received with APTIM having the lowest responsive bid at $309,087. Staff recommended approval of the bid.

City Manager Randall Eads notified council that the City’s website for landfill updates is now available. Residents can sign up for email and text message notifications when the website is updated. The City is meeting with VDEQ on a weekly basis and the agendas are posted on the new website.
City Manager Randall Eads said that the City is analyzing the leachate from the landfill and is looking into a hotspot with higher temperatures. The City is continuing to monitor the landfill, and VDEQ is monitoring the air quality.
Robert Dick of SCS Engineers updated council on its progress thus far but noted additional appropriations would be needed for more wells. Ernie Hoch of Draper Aden provided additional information about the well drilling.
